Abstract:
Collaborative arrangements are established for a specific purpose. Yet the existing studies in collaborative capacity neglect the purpose-specific collaborative capacity which is relevant to the purpose of the collaboration, creating a theoretical gap in the literature. The paper focuses on explaining the significance of the human resource aspect of purpose-specific collaborative capacity in the context of law enforcement in marine environment protection in Sri Lanka. The case study method in qualitative approach was used in the research. The representatives from five public agencies mandated with marine environment protection in Sri Lanka were selected through purposive sampling and primary data were collected from March to September 2014, through in-depth interviews. The themes were identified through coding and content analysis was used to explain the significance of human resource aspect in purpose-specific collaborative capacity. Findings of the research revealed that purpose-specific collaborative capacity is a significant factor which should be incorporated in the concept collaborative capacity. In the context of law enforcement in marine environment protection, the purpose-specific collaborative capacity encompasses two perspectives; maritime capacity and law enforcement capacity; and the human resource aspect of both perspectives could be explained in five identified themes; legitimacy, operational, technical, logistic, and training and development.
