Abstract: Education and leadership training aims to improve the leadership quality of a state civil apparatus in the implementation of government organizations. This education and training is conducted in stages from the center to the regions with different achievements. This study uses qualitative approach with the case study method. The data collection techniques use observation, in-depth interviews and documentation with an interactive stage process in data analysis. The results showed that the education strategy and leadership training level III in improving the quality of the performance of the state civil apparatus of the North Hulu Sungai Regency Government implemented by the Regional Human Resources Development Agency of South Kalimantan Province has been implemented based on various applicable regulations, but there is still a discrepancy between the expected objectives of education and leadership training level III with the follow-up placement of both promotion and career improvement of the country's civil apparatus. |
