Abstract: Universal Health Coverage (UHC) is the primary goal of the Indonesian government, that needs to be realized by health service providers in every district and city in Indonesia, including Ponorogo Regency. This study aims to identify UHC and the Utilization of BPJS Healthcare in Ponorogo Regency. This study employs a qualitative methodology based on in-depth interviews with informants serving as research respondents. Data analysis employs content analysis by collecting data, reducing data, and displaying data. The results of the study indicate that Ponorogo Regency is still not included in the UHC category, as only 76.9% of the total population participates in the BPJS Healthcare program. In addition, the government's lack of support for universal health care. This is evident from the fact that the budget has remained unchanged for three fiscal years and there are no local regulations governing health insurance in the region.DOI: https://doi.org/10.51505/IJEBMR.2022.61205
